Montenegro Visa & Entry Requirements

Montenegro is a candidate for EU membership and applies a visa policy closely aligned with the Schengen model, though it is not part of the Schengen Area. Whether you need a visa depends on your nationality. This guide summarises the official rules; always confirm with the Government of Montenegro before you travel, as the visa regime is being updated during Montenegro's EU accession process.

Do you need a visa?

Many travellers can enter Montenegro visa-free for up to 90 days within any 180-day period. This includes citizens of the EU/EEA, the UK, the US, Canada, Australia and most other countries on Montenegro's visa-free list. Visa-free entry covers tourism, visiting family or friends, business meetings, cultural or sporting events, and short-term study or training.

Because Montenegro is outside the Schengen Area, time spent in Montenegro does not count toward your Schengen 90/180 allowance, and vice versa. Days spent in Montenegro during the previous 180 days do, however, count toward your Montenegrin 90-day limit.

If your nationality is not on the visa-free list, you must obtain a short-stay visa (Visa C) before arrival. A Visa C is issued for transit or a stay that cannot exceed 90 days within a 180-day period.

Important 2026 changes: As part of aligning its visa policy with the EU, Montenegro is revising who may enter visa-free. A visa requirement for citizens of the Russian Federation is being introduced (announced timeline through late 2026), and visa-free status has been withdrawn for several nationalities. Always check the official government source below for your specific passport before booking.

Passport validity

Your passport must:

• have been issued less than 10 years before your date of entry, and
• be valid for at least 3 months beyond the day you plan to leave Montenegro.

You will be refused entry with a travel document that does not meet these rules or that has been reported lost or stolen.

How to apply for a short-stay visa (Visa C)

If you need a visa, apply through a Montenegrin diplomatic or consular mission (embassy or consulate) before you travel. Typical steps and documents:

1. Find the nearest mission. Use the Government of Montenegro's directory of diplomatic and consular missions.
2. Complete the visa application form (available from the Government of Montenegro website).
3. Prepare supporting documents, which usually include: a passport meeting the validity rules above, a passport photo, proof of accommodation, proof of sufficient funds, travel/health insurance, return or onward travel, and the purpose of your trip.
4. Pay the visa fee as quoted by the mission handling your application.
5. Submit and attend any interview at the mission, then wait for processing.

Processing times and exact document lists vary by mission and nationality, so contact the relevant embassy or consulate early.

After you arrive: register within 24 hours

Every visitor must register with the local tourist office or police within 24 hours of arrival. If you stay in a hotel or a registered holiday let, the property is obliged to register you. If you stay in private accommodation, you must register yourself. Failing to register can lead to a fine, detention or a court appearance.

Also make sure your passport is stamped on entry and exit — the dated stamps are your proof of how long you stayed.

Staying longer than 90 days

To remain beyond 90 days in a 180-day period, you need the appropriate temporary residence or work permit. Check the requirements with a Montenegrin embassy or consulate well before your arrival.

Good to know at the border

• Cash: Declare cash or travellers' cheques of €10,000 or more on entry to receive a certified declaration; otherwise the money may be seized on exit.
• Food: You cannot bring meat, milk or products containing them (limited exceptions for baby food and medically required foods).
• Medicines: Carry only a reasonable personal supply. Prescription medication containing narcotics must be declared, limited to a 30-day supply, and accompanied by a doctor's prescription or certificate less than 90 days old.
• Pets: Montenegro accepts pet passports; up to 5 pets are allowed if medical requirements are met.
